This ingredient cannot be found through exploring, it can only be created by joining 
White Coal, 
Charcoal, 
Alchemical Iron, 
Alchemical Lead, 
Alchemical Silver, 
Alchemical Mercury, 
Alchemical Copper and 
Alchemical Gold in equal parts. You can join the components of the Alchemical Steel as you normally join ingredients in your storage. Alchemical steel is used to create Enhance Luck elixirs and to create alquigems using a Philosopher's Stone. To unlock Alchemical Steel creation you need to complete the Forging Steel Quest.
